«Empowering Climate Resilience: EU Mission on Climate Adaptation Unveils New Portal and Announces Open Calls for Transformative Solutions»

The European Union’s Mission on Climate Adaptation has recently unveiled its new Mission Portal. This comprehensive online platform offers valuable information about the mission, including climate data, the latest progress updates, and news relevant to regional and local authorities participating as Charter Signatories, as well as research projects. The Community of Practice serves as a collaborative space where Charter Signatories, Mission projects, the European Commission (EC), and other participating authorities can engage in knowledge exchange and joint implementation efforts.

Moreover, several open calls have been announced within the Mission on Climate Adaptation, with a submission deadline set for September 30, 2023:

  • HORIZON-MISS-2023-CLIMA-01-01: This call seeks proposals for testing and showcasing innovative solutions that enhance the climate resilience of the agriculture and/or forestry sectors.
  • HORIZON-MISS-2023-CLIMA-01-02: This call invites proposals that test and demonstrate groundbreaking solutions aimed at safeguarding critical infrastructure from climate change impacts, with an emphasis on integrating nature-based approaches.
  • HORIZON-MISS-2023-CLIMA-01-03: This call requests proposals for testing and demonstrating transformative solutions designed to bolster resilience against health risks stemming from climate change effects.
  • HORIZON-MISS-2023-CLIMA-OCEAN-SOIL-01-01: This call encourages proposals that demonstrate, at a regional level, an integrated strategy for enhancing landscape water retention capacity.

These open calls provide a valuable opportunity for innovative projects to contribute to the EU’s climate adaptation efforts and help build a more resilient future.

EU Member States Reach Agreement on Data Act for Fair Access and Use


The Council of the European Union has reached a common position on the Data Act, aimed at empowering individuals and businesses with more control over their data and unlocking the economic and societal potential of data and technologies in line with EU rules and values.

Key Aspects of the Data Act

The Data Act seeks to ensure fairness in the digital environment, stimulate a competitive data market, and make data more accessible. Key aspects include:

  1. Allowing users of connected devices to access data generated by their devices.
  2. Preventing abuse of contractual imbalances in data sharing contracts.
  3. Enabling public sector bodies to access private sector data in exceptional circumstances.
  4. Introducing new rules for customers to effectively switch between cloud data-processing service providers.

Amendments and Next Steps

The Council has made several amendments to the Commission’s proposal, including a clearer definition of the regulation’s scope, protecting trade secrets and intellectual property rights, and fine-tuning data sharing requests by public sector bodies. Following the agreement on the Council’s common position, the Swedish presidency will enter negotiations with the European Parliament on the final version of the proposed legislation.

Clean Hydrogen JU 2023 calls

The 2023 call published by the Clean Hydrogen Joint Undertaking (a Horizon Europe institutionalised partnership) is now open for submission of proposals.

The call consists of 26 topics (11 IAs, 13 RIAs, 2 CSA) with a budget of 195 million EUR in the following categories:

– Renewable Hydrogen Production: 7 topics, budget 49 million EUR
– Hydrogen Storage and Distribution: 5 topics, budget 36 million EUR
– Transport: 3 topics, budget 25.5 million EUR
– Heat and Power: 4 topics, budget 19 million EUR
– Cross-cutting: 3 topics, budget 7.5 million EUR
– Hydrogen Valleys: 2 topics, budget 38 million EUR
– Strategic Research challenges: 2 topics, budget 20 million EUR

The deadline for submission of proposals is 18th April 2023.
